What is ice-and-water shield and do I need it?

Ice-and-water shield is a self-adhering waterproof membrane applied at eaves, valleys, and penetrations before shingles go on. In Quebec, it is code-required at eaves (the first 2 meters from the roof edge) due to ice dam risk. We always include it.
